Ebay must be having a hard time figuring out how to implement this, otherwise it would have been done already. The only thing I can figure is that they're afraid it will chase off some buyers who like to pay with checks, either because they are not tech savvy or are apprehensive about online payments.

eBay is on record stating they will never go to PayPal only in the US. I doubt it's out of any concern for buyers, though. More likely it's because they can't legally get away with it here. I thought the jury was still out on the Australia ruling. Since Ebay owns Paypal, it seems like they could just standardize the verification process. It might cause a bit of a delay (and some resistance) if they require identification to set up an account, but it seems that the benefits would outweigh the burdens, and reduce the risk of fraud.

Doesn't PayPal require your social security number to play? Not a good idea to share IMHO.

As a buyer, no. As a casual seller, no. As a business seller doing significant volume, yes. But then any merchant processing service has that requirement.

PayPal currently constitutes 95% of my buyers anyway, and I haven't had any payment problems with the other 5%, which are usually about 60% USPS money order, 30% cash, and 10% personal check).
Not really sure what it would gain me at this point...
If anything, "immediate payment required" would be more useful in eliminating deadbeat buyers, but on higher-ticket items the buyer may need to do more behind-the-scenes "juggling of finances" before remitting payment (been there, done that).
Just out of curiosity Russ, have you been having problems with deadbeat bidders or other issues, i.e., what prompted the change?

Nope, no more problems then usual. I average about one deadbeat a month and still do. But, considering the changes eBay has made I decided that an ounce of prevention is worth a pound of cure.
I implemented this the day the new feedback policy went in to effect, and it has had no impact on realized prices. Before I did it, I setup my exemptions list with my regulars who pay by mail, and I've added about three dozen bidders since.

Nothing personal BECOKA, but I've never had a bad check in the 10 years I've been selling online......I've had 1000's of dollars worth of chargebacks.
Most of them came from situations like this one.
Buyer pays with paypal, items is lost in shipping, I file insurance claim, buyer does a charge back, insurance pays the buyer......I'm stuck fighting paypal to get my money back.
